In this case, S.W.A.T. and the Cardoonian government are working together to drop the mosquitoes in their tracks. You can look at this model from two perspectives. You can imagine that some of the wetlands were drained or that they were sprayed with an insecticide that kills all the mosquitoes. Each year, a certain percentage of wetlands are taken out of the pool (excuse the pun) of contagious areas at the beginning of the rainy season and the mosquitoes can't return until the next year.

As in the other models, the community lottery runs each year and different locations are randomly chosen. Still the spraying does have some effect.
